Biography
- Martin heads DTI's international telecommunications and information
industry team and leads on Internet governance issues.
In
DTI he has worked (among other things) as secretary to the IT, Electronics
and Communications Foresight Panel, and as national coordinator
for the G8 Global Information Society Pilot Projects. He has been
seconded to the British Embassy in Paris, and to the European Commission.
Abstract
- "WSIS, a proxy for government control of the Internet?
Or an opportunity for cooperation? A view from DTI on Internet
governance after WSIS."
Since the
meetings of the World Summit on the Information Society [WSIS],
the DTI has been looking at the mechanisms for how world governments
should have a say in the running of the Internet. Martin Boyle,
who participated in the new Internet Governance Forum last autumn
in Athens, will speak about the DTI's work. The more liberal that
access to the Internet is, the more risks there are for users. On
the other hand, controls to avoid cybercrime can lead some governments
around the world to repress people's access to information.
